A middle class Indian is as clean as a middle class American
India is dirty because poor people are forced to poop in the streets and not wash because access to potable water is another major bummer
And you seriously need to get out of the media bubble and see India for the shit show it is becoming and causing embarrassment for all Indians

This is just normal racism coupled with India's own relentless mismanagement of poverty, corruption and lack of proper enforcement of laws
